Yes, but you're talking about MILITARY bases, not a civilian training camp. 
San Diego has a couple of those military things.  :)

Oh yeah, Blackwater is a 'security' company, or so they say.  :)  But you 
have to remember the folks that live in the back county moved there to get 
away from the city for the most part.  They have larger lots, a lot have 
horses etc and this thing would sure disrupt the peace and quiet. :)

Ahh, makes sense then.  I did find it odd that those guys got right up next 
to the COLE, and that sure seemed a lot different than when my one trip 
into Japan on the old USS Colonial had a deck watch as we steamed into 
Yokosuka and they wouldn't let any boat come near the ship at all.  Several 
tried, all were ordered away.   By and large I think these boats only 
wanted to sell trinkets etc.

I suppose the deck watch is a bit more alert now?
