    Actually, there is a set of whistles available from most auto stores 
which do just that.  They cost about $6.00, and mount on the front bumper of 
the car.  When you reach certain speeds around 35 mph, they emit a high 
frequency sound which can only be heard by certain animals, including dogs 
and cats.  I'm not sure whether birds can hear it or not.  I've used them for 
several years.
