No. That's not what I said. I just offered a possibility of why people
dial 911 instead of a 7 digit number...ignorance and laziness...

The way to stop that is: refuse to handle the matter unless the right
number is called. If someone keeps calling 911 for a dog barking that's
keeping them up, give them the proper number to call (don't simply
transfer the call), tell them that is the number to call for problems
such as that, and if they want it handled, there's the proper way to do
it...
