second. AFAIK, "no to the last.

The dealers make a killing on this "service".  They'll tell you
htat only their representative can register you car for the first time but
it isn't true.

The clerk wouldn't tell me what my tag was going to cost in March, when I
renew it for the year; She couldn't be bothered to look it up.

Usually not.  It applies to vehicles, merchandise in stock for resale and
machinery and tools in a business.  Farm machinery is exempt.  Tools? not
sure. I think not because the tax man told me that I should be paying tax
on my lathes, etc, but I work for a hobby, not a living.
