Sorry,  that's further than I've ever gone with this stuff...

The only reference I remember seeing to these files in the docs is that if
you do a major reshuffling of areas you should go in there and _delete_
them.  I guess that would force all users to re-tag the areas they wanted, 
since none of them would be tagged at that point.
