Perhaps south Korea or the Philipines...Japan and China don't get along
very well. There's a lot of radio equipment marketed by Chinese firms, but
I don't think any of it would pass FCC type testing.

I have't bought any in over 10 years, but what I do have is/was made in
Japan or the Philipines. Except for my Drake UV3s...

It's best to ask before you buy. Don't get in a hurry and give them an
ultimatum. I once saw a tool that I needed in a tool supply catalog. It
was a very neat tool that I knew I could use, but I gave the order guy an
ultimatum; if that tool isn't made in China, send me one. He sent it and
it was made in China...I still have it and use it on occasion.
