Antti, I didn't say you said this.  Its a synopsis of the current mantra in
most of the world and left wing USA.  A quite accurate one, imho.  Are you
saying that all EU Kyoto signers have met their targets every year?  Has a
single EU country met its Kyoto targets in even a single year?  I don't
think so.  Yet Chirac is talking about an EU protectionist import tax for
people who chose not to sign Kyoto and not meet the targets.  Seems to me
like a said its the signing that's important not actually doing anything
like meeting the targets.
