The problem with welfare and other government programs isn't that they
exist - the problem is that anyone who meets certain requirements can
qualify for them, as there are no standards of behavior or responsibility
applicants must meet.  Plenty of people who receive aid from the government
make responsible use of that aid, but a goodly number of recipients don't. 
If applicants were screened (as loan applicants are) to attempt to
determine how each applicant would make use of aid, the situatiion would be
quite different, IMO, with much less occurence of people taking advantage
of government programs.  *adh*
