I think this comes down to a question of how often does the technology of
the Trek universe advance and how often does the current technology get
tweaked.

Can starships have major modifications done to them to keep them at the
bleeding edge of warp drive advances? And can this be done relatively
often?  Or is an overhaul of a starship's warp drive a major operation
involving months in drydock?

And how often would a cruise company build new vessels? Would speed of
transport be a major selling point for their services?  How fast is fast
enough for their customers?
