It looks like the answer is that my "elegant" solution of using
unique sets of multiple "not" keys won't work and that the docs have
a misstatement on this.  I think that the simplest alternative may
be to assign a different, single "not" key to each forum and then
just lookit up when I need it.  But, your suggestion regarding
barricades looks like it might be worth a try just to see how it
feels in comparison.
