no... it is a BSO mailer just like binkd... it does things in its own time...

i'm not sure what the rescan time is for the ART mailers*... i don't see
anything specific to rescan times in my taurus setup...

it could easily be as simple as having Taurus set for 5D outbounds but steven's
using sbbsecho v2.xx with his sbbs v3.16c... sbbsecho v2 is only 4D whereas
sbbsecho v3 is reportedly 5D...
