I wonder if argus needs a semaphore touched so that it will rescan the outbound
and do what needs to be done? I run binkd here and it checks the outbound every
30 seconds to see if there is anything that needs to be sent.

If no one here knows you might be able to get an answer in the argus area. It's
probably something simple but I'm not sure what.
