Federal employees don't automatically change when a new president comes into
office. Typically, most federal employees have already been in place for many
years, although presidents come and go.

The report indicates this was ongoing behavior, that was probably in place
prior to Bush even coming to office his first term.

Its unlikely any one president would be in any way responsible, or even have
any knowledge of it. The president is one person, who is there for four or
eight years. The majority of federal employees have far longer on the job than
the one or two terms a president serves.


Not only that, its unlikely that a president would even hear of such activity
through ordinary channels. It would be more likely the president would first
hear of it when it hit the headlines of the New York Times!
