The acoustic device is an additional device attached to the blowout preventer.

Required in offshore drilling in Brazil, other S. American countries,
Britain, Norway, ect.

*Dick* Cheney was the cause for these devices no longer being required
on U.S. offshore drilling rigs while the rest of the thinking world largely 
requires them.
