Now, I haven't checked on any SMR frequencies in Benton (I know McMinn
County has a 800 MHz repeater somewhere near there), but they do have a
good cellular system until you go east of the mountains (Chilhowee and
Starr Mountains). Then, it is mostly useless to have a cell. It's been
that way for a while. They even have service in Tellico Plains!
My feeling is that it was expanded in advance of the Ocoee events.
