Strange, should be -10 for an FCC.  Anyway, if you can change it, it
means you can find a point where your local exchange's AGC amps don't
operate.  By adjusting the relevent S register, the transmit level
can be tweaked.  -12 has been reported as useful.
Modem's have their own AGC setup.  I have my AGC switched off at my
local exchange.
