If you had suggested that he committed some specific criminal act, such as
knowingly making false statements on an official government document, that
would have been a violation.  Simply suggesting that he is getting
something that he, in your opinion, does not need or deserve is not
accusing him of breaking the law.

For an analogy, if you accused someone of applying for and receiving
unemployment benefits when they actually had a full-time job, you are
accusing them of breaking the law.  But if you accuse them of not being as
aggressive as you think they should be in their job search while getting
unemployment, there is no necessary implication of illegality.
