The Smartmodem 1200's can not be dumb strapped.  The Smartmodem 2400
externals can be dumbstrapped with a jumper.
You'll need to power the modem off and remove the front face
plate.  Underneather you'll find a jumper.  Move the jumper to the two
leftmost pins, away from the lights.  Then power the modem back on and try
it again.
     Please note that to send AT commands to the modem to reconfigure it
after that, you'll neat to re-enable command recognition by reversing the
process.
    Also note, there were a sizable number of Smartmodem 2400's that
were shipped with the dumb jumper wired backwards, so that the dumb and
smart jumper positions are reversed.
