You misunderstand.  The speed you set in Telix (or any comm program)
is the _port_ speed - the speed used between the PC and the modem,
called the DTE speed.  A 14.4 modem will connect with a remote modem
at up to 14,400, the DCE speed.  The modem has an internal buffer
which, along with flow control, allows it to operate with a DCE and
DTE speed that are different.
For technical reasons related to both error correction and data
compression it is advisable to operate with a DTE speed _higher_ than
the DCE speed - so use 19,200 or higher with a 14,400 bps modem.
Make sure you configure Telix and your modem with Autobaud OFF and
that both Telix and your modem are configured for hardware (RTS/CTS)
flow control.
