Sounds like you'd be the right person to ask this:

Can you point me to a website that's reputable or explain how one could get 
started in ham radio? Inexpensively as possible. :)

What radio should one get first? I'm interested in semi portability. A 12volt 
DC radio would work well, as I could build a power supply to run it in the 
house and it would automatically support a vehicles electrical system with 
it's 12volt DC power requirements.

I have some knowledge/experience with CB radios. Base stations and mobiles, 
but next to no accurate knowledge of HAM.

Should I try to start with 2 meter or 10 meter? How does one get licensing? 
How much does licensing cost? What sort of antenna will I need for the home 
and the vehicle?

Please advise, and thank you greatly in advance.
