Back when postage was around 10c our city fathers decided to issue parking
tickets on "Business Reply" envelopes - on the theory that people
would slip a
dollar (or two dollars depending on the violation) into the envelope and drop
it in a mailbox. That worked only until some guy paid his fine with pocket
change and the local birdcage liner printed the story that it cost more than
the fine to bail out the envelope. Then a spate of people paying their parking
fines in pennies put a quick end to that program.  Bv)=
