That'll do me for an answer,  while the other restriction lay in 
the message ...

The puzzle amused me because 10 IS 1 more than a square divisible 
by 9; 90 IS is a multiple of 9;  and there are EXACTLY 6 squares 
betwixt 10 and 90....  none of which helps untangle the 
substitutions.
