Run BINDFIX on the old server twice.
Install the new server.  Copy the NET$*.OLD files from old SYS:SYSTEM to the 
new SYS:SYSTEM.  Run BINDREST.  This transfers the accounts from the old to 
the new server.
Then replay your backup tapes to get the data back.
You don't say why the new hardware.  If it's faster, perhaps you could use 
the old disk drives and save yourself lots of hassle.
