He may have mis-spoke.  The "legend" as I have heard it usually involves
passengers fighting the hijackers, and then one or more of the hijackers
likely crashing the plane before they were over-powered.  Cell phone
conversations with some of the passengers & their families would indicate
that there was a plan to attack the hijackers, and that there was a
struggle.

Passengers on the Pentagon plane, and possibly the second WTC plane,
knew what was happening, but did not have much time to react.  The
passengers on the fourth plane knew and, unlike the other two, did have
some time to craft a plan of attack.
