I think you're confusing the ring decipher unit with the "comm share" devices 
often found in Staples, Computer City, CompUSA, etc.  The latter devices 
actually answer the phone and attempt to detect a modem or fax machine signal 
- and if found, route the call to that device.
The ring decipher, on the other hand, does NOT answer the telephone.  It 
deciphers the ring pattern on the line and routes the call to the appropriate 
device.  The device, then, must answer the call.
The diference between the two may seem trivial, but the comm share devices 
"do their thing" on the active line, which subjects any human callers to both 
delays and annoying beeps and tones before routing the call the actual 
telephone.  Not the case with the ring decipher.
