They should get some advice from the persons at ETS and the College
Board who go through the free response grading of the AP exams each
year. Reliability that a given student would get the same score even if
graded by two different individuals is way up in the 90% range.
Of course, the College Board spends an enormous amount to train these
teachers on specific questions each year (I think 1.5 days out of 2 work
weeks is spent on the training before the actual grading of the exams
begins). What state is going to be able to give that much training time
to all the teachers in their state?
