There are so many variables involved. Ask a few questions, then go see just
how wild they are. I'd want to know:

1. Age
2. Were they hand-fed, by whom and how old were they when they weaned
3. How long since they've been handled regularly
4. Have they been in a breeding program
5. Basically, why are they no longer tame, if they ever were to begin with

Then there are the questions you must ask yourself:

1. What's your experience level
2. How committed would you be to the project
3. What would happen to the bird if it never responds the way you hope it
will

If it were me, and I really wanted an Amazon, and $150 was the limit of my
budget (keeping in mind that the cost of a bird is far more than just his
initial purchase price) I'd be willing to do this:

1. Read everything I could find about how to gain the trust of a wild
Amazon
2. Have a long-term program of trust building tempered with a huge amount
of patience and no expectation
3. Be willing to love my bird no matter what he is able to achieve in terms
of connecting with me
4. Enjoy all his other potential including talking and singing and watching
him play and bathe and eat
5. Never resent his ongoing expense, mess, noise and responsibility

In other words, our relationship and his guaranteed home with me would not
be conditional upon taming him. And if I couldn't make this commitment in
advance, I would delay the purchase until I could afford a bird that has
been socialized as a pet.
