 I and my minions have offered the solution for decades. It's
 your minions who fight it.

 Education, job training, and a govt policy of low unemployment,
 stopping illegal immigration, reducing immigration overall, and
 a living wage. Oh, and universal health care.

 That would make a very good start.

 Oh, and that was much the basis of LBJs Great Society. Other
 than the immigration which was not as much of a consideration
 then. And Hispanics opposed illegal immigration overall much
 like everyone else.
