Every version of Telix I have seen, from 3.12 on, would run a 14.4 modem.
You do understand, do you not, that you don't set the serial port to run at
14400 bits per second, you set the serial port to run at 38800 or 57600
bps? The modem uses "flow control" to use the higher speed in the serial
port to give itself time to error check and compress the data in the phone
lines. It negotiates the phone line speed automatically with the other
modem. That Telix 3.21 you have will run a 14400 modem at top speed, no
sweat.

Generally, you can run MS-DOS programs from Windows in a DOS box, using a
PIF (Program Information File) in Windows 3.1x. I don't have Window 95,
but I would guess that something similar exists there.
But you can't run a Windows program from DOS.
On the other hand, if you have Windows, I think you will find that you
almost never want to use a DOS program; Windows programs work just fine
(including Telix for Windows), and will multitask in Windows much more
easily than will DOS programs.
