It is the crap that some corporations call upper-level management
decisions. It is the crap that some corporations call
"political" not "technological" solutions.
It could be as simple as there being a single high-level manager whose
responsibility includes the Exchange servers, but not the other Windows
servers; and that individual refuses to consider anything but Microsoft.
Now, before you scoff at this, I will say that I've seen this exact thing
happen in one large corp I worked at, but instead of Linux replacing
Windows, it was Windows replacing IBM mainframe applications.
