Well, yeah, actually in part it is.  If you have a thought in your head but
you cannot express it in a way that others can understand, it partly is.

It is good that you put the modifier "we" in there, since that does not
describe very many.  Most don't seek to put religious principles into law,
and oppose efforts to do so.  Even if they work hard to persuade people to
do what they consider right, they don't usually coerce righteousness by
governmental force.

That is not even close to being the function of law in a Western democracy.
 Unlike sharia law, we do not try to force people to do what we think is
"right" for them to do.  There is no law that says "eat a
good breakfast"
or "call your mother on Mother's Day" or "don't gossip about
your neighbor"
even if many people think those are "right" things to do.
