Nurse Sentenced For Rape Of Disabled Girl
An eight-and-a-half-year sentence for a registered nurse who raped his
disabled patient.

The 12-year-old victim is mute and a quadriplegic who needs around the
clock attention. Her family hired Raymond Hughes to care for her, but back
in April, her mother found evidence of the rape.

Police and prosecutors said Thursday that this is the cruelest case they
have ever investigated.

The judge said a recent Washington State Supreme Court ruling prevented
him from handing down an exceptional sentence to Hughes. Prosecutors,
however, say they will appeal or ask for a jury to hear the facts of this
case, so Hughes could spend more time behind bars.

Nokesville man to serve 60 years for rape, abduction

A Nokesville man will serve 60 years in prison for handcuffing a
13-year-old girl to his bed and raping her multiple times.

"Since the incident, I have struggled with sleeping," the girl told
Circuit Court Judge Lon E. Farris on Thursday. "I wake up to him
handcuffing me. When I get out of the shower, I just stand there and I see
it happening all over again."

William Cleveland Reeder IV, 40, pleaded guilty to rape and abduction
because he wanted to spare the girl testifying at a trial, his attorney
Denise Tassi said.

But Assistant Commonwealth's Attorney Jeanice B. Wiethop argued Cleveland
had little if any remorse and had harmed women and children in the past.
Wiethop said Cleveland allegedly began molesting younger girls when he was
in high school.

Reeder was convicted in Prince William Juvenile and Domestic Relations
Court in 1996 of the assault and sexual battery of a 13-year-old Dale City
girl. The girl was the daughter of Reeder's then live-in girlfriend.
According to a criminal complaint filed with Prince William Juvenile and
Domestic Relations Court, Reeder gave the girl drugs and alcohol, then
fondled her breasts. In a citizen's criminal complaint filed with the
Juvenile and Domestic Relations Court, the girl wrote that when she told
Reeder she would tell her mother, he threatened to kill her. Reeder then
pulled her hair and dragged her across the floor, causing rug burns on her
arms, the girl alleged. Reeder was sentenced to four months in jail on the
two charges, ordered to seek sexual assault offender evaluation and
treatment, and have no contact with the victim.

Prince William Circuit Court records indicate Reeder was on probation for
abducting a former girlfriend when he raped the 13-year-old in Nokesville.

In May 2001, Reeder pleaded guilty to abducting his then girlfriend. The
victim told police that Reeder refused to allow her to leave their home
Oct. 4, 2000, according to a criminal complaint filed with Prince William
Circuit Court.

When she attempted to leave, Reeder pushed her onto a bed and began
choking her, the criminal complaint states.

Prosecutor Wiethop noted "eerie" similarities between the previous
offenses and the most recent attack. Reeder gave his most recent victim
marijuana before handcuffing her and tying her to his bed, Wiethop said.

The girl awoke to being restrained, according to an affidavit for a search
warrant filed in Circuit Court. Reeder tied her to a wire behind his bed
before raping her, according to the affidavit. Afterward, he forced her to
take a shower and perform oral sex. Then she was handcuffed and raped
again, the affidavit stated.

Reeder threatened to take pictures of the girl as she was restrained on
the bed and post them on the Internet.

The only reason he left his house April 4, 2004, was to get a camera,
Wiethop said. In addition to the sexual assaults, the victim was bruised
and suffered blunt force trauma, Wiethop said.

"I ask you to show [Reeder] the same mercy he showed [the girl]," Wiethop
told Judge Farris.

Before receiving his sentence, Reeder turned towards the victim, who was
sitting in the gallery with her family.

"I'd like to apologize to [name withheld.] I'm sorry Š ," Reeder said.

The girl ducked behind the pew and buried her face in her arms.

In a letter to Farris, the girl wrote, "I feel dirty. I feel like no one
will love me anymore because of what happened."

Farris sentenced Reeder to serve life in prison on the rape charge. He
suspended all of the sentence but 40 years. On the abduction charge,
Farris sentenced Reeder to 40 years in prison, and suspended 20 years. The
sentences will run consecutively, giving Reeder 60 years to serve, Farris
said.

"I find, sir, you have little remorse," Farris said. "At this point,
there's not much I can do to help you. But I can protect society."

Prosecutor says Foster admitted fondling in two recorded statements

Kevin Foster admitted sexually abusing an 11-year-old girl in two
statements ‹ both recorded ‹ made to Family Service case workers,
Coshocton County Prosecutor Bob Batchelor said Thursday.

Foster, 34, of the Warsaw area, was placed on paid administrative leave as
a teacher and head football coach at Ridgewood High School on Monday after
he was charged with one count of rape involving an unnamed 11-year-old
girl.
³This is not a case of sexual intercourse,² Batchelor said. Due to the
victimıs age, a rape charge was filed for other activity which included
fondling, he said.

One of Fosterıs admissions, made to a case worker at Coshocton County Job
and Family Services about 6 p.m. Friday, Feb. 11, was tape recorded,
Batchelor said. The other was made to a case worker who took writen notes,
he said.
³Evidence will show Foster admitted to two case workers on two separate
occassions to the offense (rape) that is alleged in the complaint² filed
Monday in Coshocton Municipal Court, the prosecutor said.
