Shal, this sounds like the situation where I sent in a short story and the
editor sent it back with a note that said, "If you cut this to 3k words,
we'll buy it."  

I look at the note and focus on the "we'll buy it" part.  I call a friend
who is also an editor and ask, "How the hell do you edit?"  His reply was
one word, "Ruthlessly."  Since I don't have anyone in my life named Ruth,
I thought, "This should be easy enough...."  It took me less than a week,
and I sent it in at EXACTLY 3k words.  They bought it.

It was a very interesting exercise.
