Hi Frank. I'll have a listen on 4960 soon. However the station you MOST 
likely heard (perhaps) was RTV Malagasy (ie Madagascar). A DXer hear in 
Australia heard them recently at 1616-1651 UT. According to the WRTH RTV 
signs off at 2100 on Sat/Sundays. I have heard Vanuatu in our local mornings 
on that frequency BUT the language/s you heard would make me think that it 
was another station you heard???
