3.21 should certainly work even at 33.6.  3.22 fixes some of the bugs
in 3.21, and 3.51 works very well, and fixes bugs (as well as adds new
featurs) from 3.22.

All 3 (3.21, 3.22, 3.51 (latest)) should all work under Windows 3.1. 
I'd suggest though, that if you wish to multitask in Windows, the Telix
for Windows v1.15D would be the best choice.  Obviously, your system
and preferences will determine the choice(s).
