Just tested upgrading both my BBS and HUB instance of DB to 3.99S3.  The
Hub instance seems to be working perfectly, but had to back out the BBS
instance to 3.99 (pre service release).  

After WWIVTOSS dumps a PKT into the BBS instance of DB, it sends the sends
the file over to the Hub - but then the BBS instance wants to poll again
with the same PKT with 0 bytes.

Much easier to show vs. explain.
