  Correct.  If one is using the Win32 version of Mtelnet and attempts to
upload a REP packet to Maximus 3.x running under OS/2 and using SIO then
there is a trap in maximus.

  My program is a kludgy work around that handles the upload internally
then using maximus's script language logs in as the user and uploads it
like a local sysop upload of a REP packet.

  If your running the DOS version of max then none of this comes into
play. :)
