    Quite correct, end of Bluebook, I believe it  was from  the Condon 
committee,  via  the  US  Air Force  etc... But  you have  raised that 
interesting point of reading between the lines.  No threat to National 
security.  What does that actually mean?   I guess  they meant  at the 
time they are not being invaded, or that it is a Russian ploy etc..
The country's  security is  sound.  But  these words  did not  say, we 
investigated  this  and  dismissed  this phenomenon  as bogus.   After 
roughly 15 years?, the strange part is, what should have come out  is, 
after due scientific investigation we find no evidence of UFO's  being 
of extra-terrestrial  nature.  The  public should  not concern  itself 
with these reports, as they are "all" explainable.
    Yet somehow this got side stepped in favor of a generic "no threat 
to national security".  One could interpret this many ways. This was a 
cold  war  statement to  annoy the  Russians. Perhaps.   It is  common 
thought at the time, the Russians were playing cat and mouse etc  with 
defence systems.
Or this was a non admittance statement which  basically means  "forget 
about it, we are not being invaded" to calm an interested public. 
Even worse if we wish to speculate further is we seem to  have genuine 
evidence, rare perhaps, motives  unknown, defence  systems seem  to be 
useless, but given the UFO's behavior,  the general  public is  not in 
danger,  individuals  could be,  but we  cannot do  anything about  it 
currently.  Nor is it  worth the  time and  effort involved  given the 
possible frequency of "genuine" incidents.
