The law *is* a federal law, and applies to all areas of the country; but
it is enforced by the locals (I think). It is under the jurisdiction
of the FDA. It began as an administrative decree. I believe it is
still that, that it has never actually been passed as law by Congress.
But, at this time, as an administrative decree, it has the force of the
law behind it, unless and until Congress repells it.
