No.  That's not the reason that I asked.  I was wondering whether you might
have used HPFS386 at some point and had some ACLs left around.  This would be
one possible cause of the access denied message.  The ordinary HPFS filesystem 
driver won't let one manipulate ACLs in any way, but it does know about them.

The other hypothesis that could explain this is corrupted DBCS tables.  The
HPFS filesystem structure contains embedded DBCS tables in the volume so that
filenames stored in different national languages can be properly parsed.  Each 
directory entry contains the code page that was in force when it was created
and a "DBCS used" flag.  If either of these have become corrupted, or if the
DBCS tables themselves have become corrupted, HPFS could be having problems
with the filename, and "access denied" could simply be its best effort at a
meaningful error number to return in this case.

I'm working on the assumption that you've already run CHKDSK /F:2 on this
volume, by the way, and found no problems.  I don't know whether CHKDSK fixes
broken DBCS tables if it finds them, or not, though.  My educated guess would
be that it would, however.
