Per Ward Dossche's message in FIDO_SYSOP, it seems that I have found another
tosser with an inherent inter-zone operability problem...

In the CM preferences file I have REMarked every SEEN-BY related option I can
see.  But it looks like CM is still applying some 'tiny' SEEN-BY option
regardless.

At this stage I am seriously looking around for another (modern) tosser,
possibly for my main AKA node and forget trying to use another node for the
function of dealing with other zones.

Has anyone truck this CM weirdness before?
