Tick does what your mail tosser does for mail areas: moving the files from
the inbound to the target directory, updating the FILES.BBS with
description, forwarding copies of the data to links, etc.

RAID does what Areafix does for your mail areas:  parsing the netmail area
for downlink requests to add/drop areas, forwarding requests to uplinks for
areas that you don't carry, adding the areas to Tick's configuration file
when they are available, adding the downlink's entries for each area,
reporting the available areas, linked areas, etc.

So Tick and RAID are companions.  RAID automates area management but not
the tossing and hatching of the files themselves.
