I have been consistent on this point, the battlefield commanders.  It is
their men and they are responsible.  They are already responsible for 
the life and death of the enemy on the battlefield.  Alive prisoners are 
no different.  There is always the option that they take/leave no 
prisoners.  Would you prefer that option ?
