I have no idea, but as I said the chances are it is. If it happens to not
be available for FREQ you're only likely to waste about 20 cents. I only
know it was available in April because I downloaded 3:640/452's file list
from the Internet via FTP.

Maybe, maybe not. Bob Stout, the distributor and current C_ECHO moderator,
is planning to release a new archive very soon though.
