National Council on Disability and rehabilitation policy
issues has been broadly circulated over the Internet. Be
assured that there is another side to these issues that
deserves your attention if this is a subject of interest. We
welcome any questions and appreciate your support in helping
to correct misconceptions that others may have inadvertently
acquired."
Alas, I am afraid that our perceptions about the NCD's position
on separate agencies for the blind are all too accurate--as their
very own position statement demonstrates. Failing to reach a
"compromise position" with blindness organizations, the NCD has
been forced to recommend a General Accounting Office study--one
which Charles Crawford has already demonstrated as being totally
unnecessary. Clearly, the NCD comes from a position
philosophically at odds with the "separate agency for the blind"
viewed which all leading players in the blindness field subscribe
to. No, Jamal, we are not operating from a basis of
misperception and incorrect thinking. We know exactly what the
NCD is about in this area.
