the first one with the '#' has been properly negated specifically by changing
the '*' to a '#'... the tear line, not tag line, has also been negated but
needn't have been... tear lines are not required by the specification...

sbbsecho works properly and also has config options to disable its insertion of
origin and tear lines... the operator just needs to choose one of the three
options available between the two packages... sbbsecho's negating is properly
done and is not a violation of any FTN specs...
