A properly constructed DDRR only radiates from the tiny vertical
section. The ring, since it is over a groundplane, has nearly all
radiation cancelled.

The DDRR is effectively just a top loaded very short vertical. Since the
ground plane effect of a vehicle is pretty good on two meters, it should
work OK. It won't be as good as a good 1/4 wl, but it could beat some
other bad antennas of course. It should be in the area of a few dB down
from a proper 1/4 wl antenna.

A regular 1/4 wl whip would be a much better choice, unless you are
going for a moble or stealth antenna!
