Arabic spelling is highly phonetic; there is no standard spelling for many words and they are written the way they sound. So if two people are talking about Um Qasr, they would spell it they way they hear themselves say it. In English it should be spelled Oom Kasser. Standardized spelling is a western phenomenon we force on arabic words. When Regan was setting up to bomb Libya way back when print-media news reports sometimes had "Khaddafi" and sometimes "Qaddafi". And, I think, a couple of other spellings.
