Have you previously run Max successfully?  If so, then my comments aren't
appropriate.  If you haven't previously run Max, then you do need to
perform an initial user database setup.

Questions:

(A) What is the "File Password" line have in your max control
files (*.ctl)?  [I've got my control files split out, and this line is in
system.ctl on my main BBS.  If you aren't split out, could also be in
max.ctl.]

(B) In you main max directory, what files show up using 'dir USER*.*'
command?  I see User.bak, USER.BB$, User.bbs, User.idx and USER.PRG.  If
you have no files, either you are looking in the wrong directory, or
haven't performed the needed initial setup.  The initial setup is something
like 'max -c' from a command line if I remember right.  I know it uses
command line switch thata you only use *one* time.  WARNING:  Re-executing
the setup switch on a running maximus system will likely destroy your
existing user database.
