Well you will have to find a pin that carries ringing signal and
build an interface from there.
If they get the modem adapter they can use a normal telephone
ring signal detector to pull in a relay and honk the horn.  You
might also look at feeding the phone some dc power from the car
as normally it cannot be used with the cigarette lighter cord
with the modem adapter.
